This paper describes the background, evolution, and establishment of a partnership approach to crime reduction that fits the "Independent Model" described in the 1991 report known in Great Britain as the Morgan Report.
Abstract
The distinguishing features of the model on which the Luton Crime Reduction Program rests include a coordinator who is not part of the local agencies, an area-wide committee chaired by an eminent business leader or similar person, and funding from a variety of sources. Luton is located at the southeastern tip of Bedfordshire and has a population of 171,400. Its 23,403 crimes in 1991 represented a marginal decrease from the previous year and a contrast from the 6-percent increase in the rest of Bedfordshire and a 16-percent increase nationally. Now in its third year, the crime reduction program operates through eight target groups focusing on the crime profile, the town center, residential burglary, vulnerable groups and areas, education, youth, auto-related crime, and business. The program's crucial elements include its separate identity, support from local government and the police, a skilled coordinator, business support, civic pride and involvement, and funding from local government. 2 references and appended details on organizational structure and functions
