The legal basis for the delivery of family services by the Iowa Department of Human Services is first stated, followed by definitions of terms. Criteria of eligibility for family-centered services are then indicated. Eligible families are those with children at risk of placement; families with children at risk of continued placement; families with children at risk of abuse, neglect, or exploitation; and families with a member who has experienced court intervention. Criteria for the denial of family- centered services are also indicated; they bear upon the availability of services and the extent of family need. Guidance for the delivery of family-centered services encompasses case plan requirements, time limits, service- package guidelines, and service delivery location. Other topics addressed in the basic manual are the termination or reduction of services, reapplication for services, qualifications for various categories of service providers, and contract management guidelines for family-centered services. A revision of the employee manual for November 28, 1989, pertains to family preservation and family reunification services. Topics discussed in these areas are district office responsibilities, eligibility, service appropriateness, and the referral process. Additionally, time limits and project evaluation are discussed for family preservation services. Revisions to the manual in the areas of family preservation services and family reunification services as of January 28, 1992, are also provided. Relevant sample forms are included in the manual.
