During fiscal year 1992 there was an average daily population of 24,358 offenders under the jurisdiction of the Department of Corrections, 14,204 of whom were housed in State prison facilities; 4,764 were housed in youth correctional facilities, and 609 were housed in juvenile facilities. A total of 353 offenders were housed in contract halfway houses, 675 in community and residential programs, and 4,106 in county facilities. An additional 527 were in the electronic monitoring/home confinement program. From fiscal 1991 to fiscal 1992, the average daily population for the Department of Corrections increased 8 percent. The average daily population during fiscal 1992 was greater than the peak populations of 1988 through 1992. The State prison complex count increased 7 percent, the youth complex count increased 11 percent, the juvenile facilities population decreased 9 percent, and the community and residential juvenile programs decreased 4 percent. The continued increase in adult institutional population resulted from the ongoing impact of Title 2C and subsequent legislative enhancements to the Criminal Code. 7 tables
