This fiscal year 1991-92 report of the Hawaii Office of the Ombudsman addresses the functions of the office, its history, corrections complaints, administrative fairness, and statistical tables on the office's activities.
Abstract
The Office of the Ombudsman is charged with accepting and investigating complaints made by the public about any action or inaction by an officer or employee of an executive agency of the State and county governments. It is also responsible for improvement in the administrative processes and procedures through recommendations on solutions for valid individual complaints and suggestions for amendments to rules, regulations, or statutes. The statistical tables in this report encompass the numbers and types of inquiries, means by which inquiries are received, the distribution of population and inquirers by residence, the distribution of types of inquiries by residents of various counties, and the means of receipt and types of inquiries by month for the city and county of Honolulu as well as neighbor island counties and out of State. Other tables report on complaint disposition, sustained complaint disposition, information inquiries, no-jurisdiction exclusions, inquiries carried over to fiscal year 1991-92 and their dispositions, and inquiries carried over to fiscal year 1992-93. In fiscal year 1991-92, the office received 7,062 inquiries, compared to the previous year's total of 7,288, which was an all-time high for the office. The reduction in the number of complaints received is attributed to a decline of 585 complaints from prison inmates. 11 tables, selected case summaries, and an appended cumulative index of selected case summaries
