The delegation was asked to make some formal presentations at police academies, police stations, universities, and the Ministries and Interior and Justice in each country visited. In Latvia, the officers found that police departments are working to change the image and training of their officers. Police recruits are actively sought, although pay remains low, and extensive law enforcement training is provided to cadets. While the delegation found the atmosphere in Moscow to be very disheartening, they noted that the detention facility there, as compared to the one in Latvia, was better maintained and had more shop equipment for the inmates' use; prison industries included the manufacture of electrical plugs and firemen's helmets. The delegation was most impressed by the Polish police departments which boasted equipment and recruitment practices similar to those in the U.S.
