Internal security headed police priorities during 1991. Consequently, most police resources were directed toward realizing that goal at the cost of carrying out normal daily activities at times. To maintain internal security and public order, mobile intervention forces of both the police and the Border Guard were implemented. Additionally, police presence was reinforced in the Arab sector. Other priority areas of activity include: combatting crime and preventing offenses by increasing initiated police activity and emphasizing serious crimes and drugs, providing police services on a broad basis, enforcing traffic laws and preventing traffic accidents, strengthening police-community relations, enforcing the law through execution of court orders, and improving the welfare of police personnel in the areas of service conditions and salaries. Organizational steps taken to realize these goals are outlined. Priorities for 1992 involve reinforcing police stations, the police sector, and intelligence, detective, and investigative units. 24 tables
