Although some scholars may feel that the gendarmerie-police duality is to blame for dysfunction and tension in law enforcement, others feel that it can reinforce the guarantees of the rule of law.
Abstract
Three eminent specialists debate the positive/negative attributes of a gendarmerie-police duality in modern France, including a brief historical review. Examples are given from similar dualities in other countries.
