This analysis indicates that the goals of the Phase One implementation process for Colorado's Juvenile Intensive Supervision Program (JISP) are being met overall.
Abstract
The study analyzed approximately 400 juvenile cases processed in 6 Colorado judicial districts in the late summer and early fall of 1992. The districts were pilot sites for juvenile intensive supervision probation programs established in compliance with House Bill 91-1145. The purpose of the research was to describe the juveniles and the placement decisionmaking processes. Specifically, the analysis sought to document the extent to which juveniles placed in the pilot programs met the Judicial Department's JISP Program Guidelines and to describe differences among youth placed in JISP, regular probation, and those receiving sentences to the Department of Institution (DOI) placements. The analysis found that JISP youth are more serious offenders than those given traditional probation, with characteristics similar to those given DOI placements; however, the analysis found a need for programs that target at least five particular types of delinquent groups, and these groups do not systematically fall within current programming options. Based on these Phase One findings, the study recommends expanded JISP programming and the further development of identification tools that will objectively link placement decisions with appropriately designed interventions.
