This Annual Report of the South Carolina Department of Corrections for 1991-92 presents organizational and management information as well as statistics for the year.
Abstract
Included in the report is information on the department's statutory authority, history, correctional institutions, personnel, programs, and the inmate population, including extensive statistical data. Statistics on each institution or center address degree of security, description of the resident population, the average daily population for fiscal year 1991, the design capacity, the average daily population as a percentage of design capacity, safe and reasonable capacity, and average daily population as a percentage of safe and reasonable capacity. The department has proposed an Adult Offender Management System (OMS) that is designed to control the capacity of the State's adult prisons. The OMS would divert from prison to alternative sanctions carefully selected nonviolent inmates to keep the number of inmates consistent with the department's available beds. Inmate data encompass daily average inmate population, admissions and releases, offense distribution, sentence length, inmate demographic information, security-level distribution, remaining time to be served, distribution of work credits earned and type of release for releasees, death row inmates, and shock incarceration. Corrections employee statistics are presented by race, sex, and type of position. 31 tables and 27 figures
