Statistics indicate that the total number of offenses dealt with by official police action in 1991 was 8.4 million, a 4-percent decrease from 1990. The number of fixed penalty notices issued in 1991 for obstruction, waiting, and parking offenses was 4.7 million, 11 percent fewer than in 1990.
