This standards manual for juvenile facilities provides administrators with information necessary to develop a plan for upgrading facilities and procedures in accordance with nationally recognized benchmarks. These standards also serve as the foundation for the complete accreditation process for training schools, which is described in a separate section.
Abstract
The first section of the standards covers administration and management, specifically general administration, fiscal management, personnel, training and staff development, juvenile records, information systems, and citizen involvement and volunteers. Standards for the physical plant relate to building and safety codes; size, organization, and location; juvenile housing; environmental conditions; program and service areas; administrative and staff areas; and security. The third section outlines standards for institutional operations: security and control, safety and emergency procedures, rules and discipline, juvenile rights, and special management. Facility services that are subject to inspection include food services, sanitation and hygiene, and health care. The final section deals with juvenile services including reception and orientation; classification; social services; academic, vocational, and work programs; the library; recreation and activities; religious programs; mail, telephone, and visiting; and release. 2 appendixes
