This manual presents sample jail policies and procedures to assist correctional agencies seeking to revise or develop their own policies and procedures for adult local detention facilities and to illustrate how the American Correctional Association's standards can be translated into a practical administrative form.
Abstract
The guidelines and samples are also intended for use as a training reference and as a technical assistance document to identify operational areas that require remedial action. They represent a set of suggestions based on the practical experiences of many facilities and individuals, covering administration and management, the physical plant, institutional operations, institutional services, and inmate programs. Intended for use in a variety of detention settings, the sample policies and procedures rest on the perspective of a 500-bed county jail housing both male and female inmates ranging from minimum to high security. Where applicable, the housing of juvenile offenders is also included. The guidelines also assume that the institution uses the "direct contact" philosophy and that a unit management system is in place. The position titles used in the sample are considered to be among the more generally used titles for the typical jail facility. Discussion of recommended steps in developing a policy and procedure manual, sample format, and appended table providing cross- references among the policies and procedure samples
