The Criminal Injuries Compensation board administers the Criminal Injuries Compensation Act passed in 1970 and receives funding from the Consolidated Fund of the Province of Manitoba through the Department of Justice. The report covers the activities from April 1991 through March 1992. During the year, major changes occurred in the benefits provided under the Workers Compensation Act, necessitating a change in the process to determine benefits to crime victims. A computerized payment calculation system and a computerized information system were developed. In addition, a change in the appeal policy took effect in March 1992, allowing the Workers Compensation Review office to serve as the second level of appeal for criminal injuries appeals. During the year, the claims involving child sexual abuse increased significantly, resulting in the need next year to develop policies and guidelines that deal specifically with this issue.
