Abstract
The counties of Clackamas, Lane, Marion, Multnomah, and Washington represented 59.6 percent of Oregon's population in 1991 and reported 60.8 percent of total crime and 66.2 percent of total crimes against persons. Crimes against persons increased by 0.8 percent between 1990 and 1991; increases were reported in willful homicide, negligent homicide, rape, other sex crimes, kidnaping, robbery, and purse snatching. The robbery total increased, but there were 21 fewer bank robberies in 1991 than in 1990. Decreases were recorded in extortion, aggravated assault, and simple assault. Crimes against property increased by 5 percent, including burglary, larceny, motor vehicle theft, arson, forgery and counterfeiting, fraud, stolen property offenses, and vandalism. Behavioral crimes, such as prostitution, disorderly conduct, juvenile curfew violations, and juvenile runaways, increased by 0.4 percent. Decreases were reported in weapon and drug law violations, gambling, offenses against the family, driving under the influence, and liquor law violations. The index crime rate for 1991 was 579.7 per 10,000 population, a 1.3-percent increase from the 572.2 rate for 1990. The number of arrests totaled 150,062 in 1991, an 0.6-percent increase over 1990. An appendix contains definitions of crimes against persons, crimes against property, and behavioral crimes. Tables and figures
