Data from the Northern District of Illinois assets forfeiture program are discussed in the context of drug control strategies.
Abstract
The intent of forfeiture policy is to deprive drug dealers of their profits. An actual outcome in the Assets Forfeiture Office of the Department of Justice is an alignment to the increase of revenues rather than to evaluating the effectiveness of drug control outcome. Available documentation shows the focus to be on comparative dollar productivity rather than a reduction in drug distribution. With this incentive, enforcement may skew its drug policy away from arrest of the dealer toward the seizure of his/her assets as an acceptable alternative. 7 tables and 6 references
