This guide outlines the income-security recommendations of the National Commission on Children and describes how they can be implemented.
Abstract
The proposed income-security package creates a $1,000 refundable tax credit for all children through age 18 and eliminates the personal exemption for children to partially offset the costs. The package provides the Earned Income Tax Credit as an incentive for low-income parents to enter the paid work force and strive for economic independence. It establishes a national demonstration to design and test a child-support plan that will enhance child support enforcement and create a government-insured minimum benefit when absent parents do not meet their support obligations. Essential transitional supports and services to aid families moving from welfare to work would also be provided, and community employment opportunities would be offered to poor parents who are willing and able to work but are unable to find a job on their own. The package would reorient Aid to Families with Dependent Children as short-term income support for families that are experiencing unemployment, disability, or other economic hardship.
