The first speaker, Phil Arnold, was the senior security specialist in the Office of Security Technology, Federal Bureau of Prisons. Mr. Arnold, an expert on State and local prison systems, as well as international correctional systems, discussed the contraband smuggling and narcotics concerns of the Federal prison system. Edward Hebison, of the Texas Department of Safety Narcotics Service, examined the land/border problem of drug smuggling at the State level. In a former assignment, Mr. Hebison was responsible for drug interdiction along approximately 20 percent of the United States' southern border. Mark Buslik of the Chicago Police Department and Art Bilek from Northwestern University's Center for Aviation Safety and Security discussed the metropolitan police and academic perspectives on drug law enforcement. The final speaker, Captain Rich Perkins, of the National Maritime Intelligence Center, heads his agency's nonmilitary information integration program, which deals specifically with counter-narcotics operations.
