In 1988, the Vice President established a task force to study issues related to border control and security.
Abstract
The task force was comprised of representatives from the FBI, Immigration and Naturalization Service, Drug Enforcement Administration, Coast Guard, Departments of Defense and State, and Federal intelligence agencies. After visiting many domestic installations as well as major overseas embassies, the task force prepared a report which contained 61 recommendations, of which 42 were related to drug law enforcement. Many of the recommendations dealt with information sharing between law enforcement agencies, intelligence agencies, and the military. The recommendations made concerning the installation of technologies at border control points were relevant to the control of people as well as drugs. Many current detection technologies are relatively inexpensive and portable; unmanned sensors can be used in the uncontrolled part of the borders in order to restrict drug smuggling.
