The policies address the following areas: (1) monitoring and assuring quality of services provided by organizations funded by the locality or local government agencies; (2) early intervention, referral, and followup; (3) voluntary partner notification services; (4) coordination between HIV prevention and services related to sexually transmitted diseases; (5) tuberculosis prevention and control measures for individuals infected with HIV; and (6) HIV prevention efforts targeting drug users. The responses were based on a survey of 94 local health departments. The survey revealed that some communities had no HIV-specific policies in place in the topics covered, others operate under State policies, and still others have adopted local policies.
