This manual describes how to implement a drug-free workplace policy. The problems of substance abuse are pervasive and their negative impact on the workplace are inevitable if effective preventive measures are not taken.
Abstract
The workplace provides an environment in which people assemble, money is earned which can pay for drugs, and the risks of being caught are minimal. However, drug use at the workplace has many direct and indirect costs to business including, inter alia, higher medical costs and benefits for drug-using employees, higher rates of workers' compensation claims, diversion of money from legitimate business to drug traffickers, lost productivity, and a negative impact on employee morale. A good drug-free workplace program can reduce operational costs, preserve shareholder interests, protect employee loyalty, improve output, increase profits, and help employees lead healthier lives. A comprehensive program consists of a drug-free workplace policy, employee drug education and awareness programs, supervisor training, Employee Assistance Program (EAP), detection, and evaluation. These elements are described in the manual, which also outlines Federal and State regulations and lists resources for information and assistance.
