GO-CAP is a comprehensive, department-wide information and case management process that enables police to collect and analyze gang-related information for both tactical and strategic responses to gang activity. A major goal of GO-CAP is to enlist the patrol resources in a department as a 24- hour-a-day, 365-day-a-year major tactical element of gang suppression, control, and supervision. The GO-CAP program is based on the SHOCAP (Serious Habitual Offender Comprehensive Action Program) model, which uses crime analysis as a base of support. To implement a GO-CAP component program, a police department must establish a gang steering committee, designate a gang analyst, and obtain the full involvement of beat officers. This guide describes the major duties and responsibilities of each of these program elements. The guide also discusses data sources for GO-CAP, software support, analysis products, and patrol.
