The National Commission on Children recommends and outlines ways for individuals, communities, business, and government to strengthen and support families.
Abstract
This guide presents strategies to implement several recommendations: form and support strong, stable families; share responsibility for family planning; develop community-based family support programs; establish family- oriented policies and practices in the workplace; and improve child care. In regard to the development of community-based family support programs, the commission proposes that individuals and communities demonstrate the value they attach to the task of rearing children by such individual and communal acts of support as establishing parents groups and sponsoring workshops and speakers on parenting issues. It further suggests that parents, community leaders, and activists work cooperatively to establish family support groups; that States establish interagency councils; and that the Congress and the President enact legislation to empower and encourage cabinet officers to grant waivers to State and local governments to use federal funds more flexibly to redesign public health and social services in a manner consistent with the principles of family support. 1 appendix and 86 notes
