The analysis indicated that six trends will increase during the next decade. These include the level of country property tax revenue available for use as local purpose revenue, the level of municipal service provided to unincorporated areas, local government's ability to pass new taxes to support public safety, selective incorporation, and recall movements focused on local politicians. Six likely events were forecast: a State law authorizing counties to recover the full pre-arraignment detention costs from cities, required local funding of all public assistance programs, lawsuits for equal protection by citizens in unincorporated areas, cities' refusal to respond to emergency calls in the unincorporated areas, State use of an additional 25 percent of the property tax revenue available to local government, and the separation of the sheriff's functions.
