This study explores factors that will influence the development of capabilities required for police chiefs to be successful in that capacity by the year 2002.
Abstract
Changing work force ethnicity and values, community partnerships, economic constraints, and technological advances will require a greater degree of creativity and innovation from law enforcement leadership. New leadership styles incorporating flexibility and tolerance of diversity must eclipse the traditional mindset of maintaining the status quo. The feasibility of developing police chief capabilities in the future depends on a comprehensive executive development program that incorporates lifelong learning incentives. The implementation of measures to attain these capabilities requires a change in management philosophy. Future issues to be addressed in raising the law enforcement community's awareness of the police chief role focus on executive development training programs, the law enforcement mission, annual recertification, and the evaluation of police chief effectiveness. Appendixes include endnotes, a bibliography, study interviews, and other supporting documentation. References, tables, and figures
