This booklet informs Montgomery County Police Department (Maryland) employees and county citizens about the philosophy, goals, and objectives of the department's community policing.
Abstract
The definition of community policing is encompassed in explanations of the concepts of partnership, empowerment, problemsolving, accountability, service orientation, and adaptability. A centerpiece of Montgomery County's policing is problem-oriented policing, which involves a systematic analysis of chronic or repetitive community social-control problems and the development and implementation of a proactive plan that will prevent or mitigate the problem. Community involvement is an important resource in the problemsolving. Total quality management is also a basic part of community policing; this is "a team-oriented, continual, process improvement that emphasizes total customer satisfaction." Specific personnel responsibilities are delineated for the implementation of community policing; responsibilities are detailed for patrol officers, sergeants, lieutenants, district commanders, and nonsworn employees. Other topics discussed are principles of quality leadership, community policing success factors, practices that undermine community policing, and the future of community policing.
