This report documents 8,820 unusual incidents (events that disrupt or affect facility operations) that occurred in New York State correctional facilities between January and December 1991. The rate of unusual incidents was 153.1 per 1,000 inmates.
Abstract
The annual rate of unusual incidents was 201.0 per 1,000 inmates at maximum-security facilities, 78 at medium- security facilities, 536 at minimum-security facilities, 52.2 at minimum-shock facilities, and 69.1 at minimum camps. These incidents resulted in 318 inmates deaths and three deaths of correctional officers. Inmates used weapons in 26.7 percent of unusual incidents. Inmates assaulted staff at an annual rate for all facilities of 20.5 incidents per 1,000 inmates and assaulted other inmates at a rate of 19.3 incidents per 1,000 inmates. In 1991, 12.5 percent of all New York State correctional facility staff sustained at least minor injuries during unusual incidents and used force to resolve 12.2 percent of incidents. 20 tables, 11 figures, and 1 appendix
