The report uses information from the 1967 President's Commission on Law Enforcement and Administration of Justice, its task forces, and other sources. The recommendations and accompanying discussion focus on proposed standards for management and budget planning, systems analysis, information systems, evaluation, personnel training, and revision of criminal codes. Most of the recommended standards are intended for State and local criminal justice agencies and coordinating councils, although some apply to the Federal Government as well. Planning is crucial in that it makes maximum use of available information to enable criminal justice agencies to improve their effectiveness without increasing staff or facilities. Criminal justice data are also crucial, and so much of it is incomplete or fragmented among unrelated, uncoordinated, and duplicative systems that many agencies have no access to a useful information system.
