This statistical update accounts for changes in the prison construction schedule of Texas and integrates the most recent jail backlog data as the starting base for the projection of jail backlogs for fiscal years 1992 through 1998.
Abstract
The projection assumes a prison release/admission rate of 138 a day, the use of added prison capacity for reducing the jail backlog of State prisoners, operation of community corrections drug treatment facilities, a starting jail backlog of 17,198 (May 1992), and an increase in releases from county jails on parole-in-absentia (PIA) to an average of 10 percent of the total jail backlog. Of 25,000 correctional beds authorized for construction, 12,000 are beds in community drug treatment facilities. The projected jail backlog of State prisoners by the end of fiscal year 1998, under a prison daily release/admission rate of 138, is 28,552. It is expected that the average time offenders serve in prison will increase over time. Appendixes contain monthly projections of jail backlogs for State inmates, the construction schedule for prison and drug treatment facilities, and fiscal year 1992 releases and backlog data. Tables and charts
