The CJIS requires an enhanced computerized criminal history system, a corrections tracking system, an electronic link between systems, coordination of all county criminal history record systems, the assignment of a CJIS tracking incident number to each arrest incident for felonies and class A and B misdemeanors, electronic reporting of data between local agencies and the State, and offender tracking. The CJIS will set mandatory reporting standards through the implementation of mandatory reporting, and statewide forums will be held to obtain input on CJIS development. Proposed reporting procedures are detailed, along with quality assurance mechanisms to meet local, State, and Federal needs. Major problem areas in crime records improvement for Texas are identified, and the CJIS implementation strategy is discussed.
