The survey found that violent crime has increased significantly in the county over the past two years due to increases in gang and drug activity, the availability of weapons, the backlog of cases in the criminal justice system, prison overcrowding, economic and social factors, exposure to violence in the media, and increasing acceptance of violence as a conflict resolution technique. However, programs implemented to address property crimes, including task forces to combat auto theft, neighborhood watch programs, community mobilization efforts, and problem-oriented policing have successfully reduced the rate of property crimes. A discussion of the justice system response to crime covers measures of police performance in clearing crimes and returning stolen property, adult criminal case disposition, and detention facility population statistics.
