This report describes the cases processed by the Hawaii Criminal Injuries Compensation Commission in fiscal year 1992.
Abstract
To make the community aware of its existence, the commission implemented outreach programs to law enforcement, victim assistance agencies, and medical providers. While most cases originated from the victim, the number of police and medical provider referrals has increased. During the report period, the commission received 889 referrals and made 511 awards, compared to 487 awards the previous year; the average award was over $1,700. The vast majority of cases involved victims of assaults. Of the 726 completed cases, 229 claims were denied and 19 were withdrawn. The most common reasons for denial ranged from mutual affray to crimes that were not covered by the commission, duplicate claims, late filing, lack of physical evidence, and collateral sources. The commission continues to received funds from the Department of Justice, Office of Crime Victims through the Omnibus Crime Package.
