During this year, the department was reorganized under the leadership of its new commissioner, with the Adjutant's office assuming command of the Georgia State Patrol. Traffic accident fatalities decreased by nearly 11 percent from 1990 figures; Georgia State Troopers removed 12,796 impaired drivers from State roadways and issued more than 297,000 citations for violations of traffic laws. In response to the high incidence of DUI, a six-member task team was formed to patrol areas where DUI-related accidents have occurred most frequently. During 1991, several patrol cars were equipped with a LoJack stolen vehicle recovery system tracking device. In November, 32 new troopers graduated from the Georgia State Patrol Trooper School after completing a 28-week course of instruction, including 12 weeks of field training. The Driver Services Section continued to process applications for drivers needing the new Commercial Driver License before the April 1, 1992, deadline.
