This report documents the 1993 legislative package supported by the Attorney General of Massachusetts.
Abstract
In terms of prosecutorial tools, the Attorney General proposes a comprehensive revision of sentencing practices and criminal justice administration; the law would create a Massachusetts Sentencing Commission, sentencing guidelines, intermediate sanctions, and early release. Other proposed bills relate to a statewide grand jury, grand jury immunity, obstruction of justice, tax return disclosures, drive-by shootings, electronic surveillance, and increased fines for felonies and misdemeanors. In terms of domestic violence, proposed legislation would reform the victim compensation process, strengthen the existing Firearms Identification Card system, enhance criminal neglect laws, and provide criminal penalties for the abuse of vulnerable victims including children and the elderly. The Attorney General's legislative package also deals with environmental crime, computer crime, fraud, and government waste.
