This interagency plan is intended to promote primary juvenile delinquency prevention activities throughout New Jersey, with emphasis on programs that encourage and enhance the building of competencies.
Abstract
Such programs should provide opportunities for positive involvement in a particular environment, appropriate skill development to use these opportunities effectively, and adequate rewards to reinforce the use of skills and opportunities. Currently, New Jersey lacks a clear, uniform primary prevention policy. In addition, current programs and efforts are fragmented, crisis oriented, and inaccessible to sectors of the population. In general, they are not improving the quality of life and well-being of the community. The plan identifies the initial steps that must be taken by major sectors of the community to begin to coordinate activities effectively and reverse the negative trends impeding progress for the community. Goals include increasing public awareness, encourage increased participation of the private sector to facilitate opportunities for youth, increase planning among youth- serving organizations, establish a statewide clearinghouse, establish a uniform policy and interagency collaboration, and reduce the number of school dropouts and truants.
