The committee decided to visit as many institutions as possible and consult with a broad range of individuals at the operational level. Committee members visited 28 correctional facilities, a number of parole officers, and regional headquarters of the Correctional Service of Canada. The investigation centered on two main issues, management of the organization and management of violence. Consideration was given to the mission and principles of corrections, institutional leadership, staff relationships, work plans, and resource management. The scope of prison violence was assessed with respect to inmate population management; correctional facility construction; inmate supervision and control; and prevention programming, particularly for mentally ill offenders, natives, and long-term offenders. A historical review of the management of the Correctional Service of Canada is presented. Specific recommendations are offered to improve corrections management and counter prison violence. Appendixes contain additional information on the Advisory Committee's work, Canada's penitentiary system, crisis management following serious incidents, and correctional facilities visited by the committee.
