This audit of the Illinois Computerized Criminal History (CCH) system, conducted by the Illinois Criminal Justice Information Authority, examines correctional information; the CCH system can link recent custodial information with the arrest and conviction information that preceded the incarceration.
Abstract
The first phase of the audit assessed the accuracy and completeness of the criminal history record information for a sample of 362 inmates. The findings showed that more than 25 percent of the inmates had rap sheets that did not convey that they had been admitted to custody for their present incarceration. It was often not possible to identify on the rap sheet the originating arrest that corresponded to that incarceration. The second phase of the audit examined the overall completeness of those 362 records and found that more than half the arrests that appeared on rap sheets lacked State's attorney dispositions, final court dispositions, and correctional department custodial receipts. The final audit phase, which assessed the existence of custodial release information on the rap sheets of 331 inmates released during 1991, found that nearly 20 percent of those inmates had rap sheets that did not reflect their release information. 16 tables, 18 notes, and 4 appendixes
