Abstract
The first article documents and analyzes the Canadian penal press, focusing on the 100 separate publications that have been produced and published by prisoners in Canada's Federal penitentiaries since the 1950's. Another article maintains that many American prisoners who subscribe to the radical weekly, Revolutionary Worker (RW), have been told by prison censorship bodies and some courts that the RW will not be allowed in correctional institutions. The impact the recent U.S. Supreme Court ruling upholding the constitutionality of preventive detention will have on crime is discussed in another article. The author argues that preventive detention has failed to be a panacea for crime control while it has further eroded individual rights. Another prisoner discusses the issue of powerlessness and the philosophy behind incarceration in Canada, which he posits to be vengeance rather than rehabilitation. The final articles describe the situation of American Indians in U.S. prisons and the economics of educational rehabilitation.
