An interdisciplinary committee of 31 experts met in January 1993 to analyze current arson prevention, analysis, investigation, and prosecution and the training and management of arson control units and to recommend programs and policies for the United States Fire Administration.
Abstract
The committee grouped its recommendations into five categories. These included (1) projects with high impact, low cost, and low development time; (2) projects with high impact, high cost, and low development time; (3) projects with high impact, low cost, and high development time; (4) concepts in need of further development; and (5) policy recommendations and actions requiring legislative or regulatory action. Specific recommendations included the development of interagency committees, establishing a dispute resolution hotline to allow agency heads to resolve escalating jurisdictional problems quickly, producing and distributing a unit manager's guide to unit operations, and preparing a videotape and manual for first responders on the major signs of arson and the appropriate collection and preservation of evidence.
