A total of 4,184 inmate incidents occurred in institutions and camps during the year, a decrease of 19.2 percent from 1989. The rate of incidents declined to 4.5 per average daily institutional population, a decline for the sixth consecutive year. The highest rate was 12.7 in 1984. Assaults accounted for 55 percent of the incidents. Eleven male inmates were fatally assaulted.
