A total of 4,120 inmate incidents occurred in institutions and camps during the year, a decrease of 1.5 percent from 1990. The rate of incidents declined to 4.3 per average daily institutional population, a decline for the seventh consecutive year. The highest rate was 12.7 in 1984. Assaults accounted for 58.8 percent of the incidents. Four male inmates were fatally assaulted, the lowest number since 1970.
