Whether police officers' perceptions of their agency's mission coincides with its organizational culture depends greatly on whether the police chief clearly identifies the mission and on whether employees' personal goals mesh with the organization's goals.
Abstract
Differences in cultural perceptions exist in almost every organization, especially when administrators fail to state the mission clearly. In such a situation, field training officers may pass on cultural norms that differ from the organizational mission statement. To counteract this situation, police administrators must establish a positive culture in their agencies. The three steps requires to accomplish this are to educate the police officers, place a high priority on recognizing employees' good works, and use managerial strategies to promote harmony within the organization. Specific managerial strategies should include providing meaningful job assignments, broadening employees' span of control, giving employees a voice in operations, allowing democratic leadership, and developing a rapport with subordinates.
