California corrections statistics for calendar year 1991 address the number and characteristics of felon new institutional admissions and parole violators returned with a new term.
Abstract
The number of felon new admissions decreased from 39,272 in 1990 to 38,252 in 1991, with more than half of these new admissions being under the age of 30. The number of felon new admissions for drug offenses increased from 5,500 in 1986 to 12,459 in 1991. The number of Hispanic felon new admissions doubled from 7,286 in 1986 to 14,454 in 1991. Of the total felon new admissions, Los Angeles County accounted for 41.4 percent in 1986 and 40.4 percent in 1991. The number of parole violators with a new term (PV-WNT) increased from 14,070 in 1986 to 16,010 in 1991. The number of drug offender PV-WNT's has increased 292.5 percent over the same period. The percentage of PV-WNT's with violent offenses has decreased from 22.3 percent in 1986 to 16.9 percent in 1991. During the last 5 years, the percentage of PV-WNT's who are white has decreased, and the median age of the PV-WNT's has increased from 28 years in 1986 to 30 years in 1991. 8 tables
