These guidelines explain the policy and procedures to be used by the New Haven, Conn. Office of Adult Probation in responding to probation violations.
Abstract
Violation policy and guidelines rest on the belief that probation supervision is the most appropriate criminal justice sanction for the vast majority of adult offenders and that to be most effective, probation supervision should consist of a flexible combination of conditions and sanctions that can be adjusted to fit the offender's risk and needs at any particular time during the supervision term. The probation agency expects to make every effort to maintain probationers in the community even when technical violations occur, so that probationers can maintain positive family and social ties, continue to work or seek employment, pay restitution to victims, provide community service, and have continued access to community services. The response to violations is based on the severity of the violation and the nature of the offense for which the offender was convicted.
