This reports a pilot test of early prison release decisions that Florida's Control Release Authority would make if the State law allowed certain types of habitual offenders to be eligible for early release.
Abstract
Currently, habitual offenders serve an average of 75 percent of their sentences. The current forecast indicates that the number of habitual offenders will increase to 24,000 inmates by fiscal year 1996-97 if existing policies and practices continue. The study analyzed 201 habitual offenders sentenced to prison. Results revealed that 49.8 percent would have been released early through the scoring system of the Control Release Authority. The offenders determined to be suitable risks for early release were likely to be third-degree offenders without extensive prior criminal records and with a low probability of having violence in their past. Based on this sample, 19 percent of the habitual offenders would be designated for early release by the Control Release Authority. Tables
