Central to the Home Secretary's proposals was the commitment to introduce legislation enabling courts to place 12- to 15-year-old offenders, who have been convicted of three imprisonable offenses and who have proved unwilling to comply with conditions of community supervision, in secure training centers. These centers would provide "high standards of care and discipline and opportunities for the juveniles... to develop as individuals. Regimes [in the centers] will embrace education and training provided in ways that tackle the individual's offending behavior." The secure training order would also stipulate a period of supervision after release from the center. Other measures aimed at dealing with juvenile offenders would include legislation enabling courts to order some sentenced juveniles to be held in secure accommodation as part of a supervision order, new guidance on the control of youths placed in children's home, and a program to control truancy and reintroduce excluded students back into schools.
