This bulletin provides summary information on the people being supervised by the probation service in England and Wales in 1992.
Abstract
Figures and tables illustrate trends starting with 1982. In 1992, more than 88,000 people began supervision under a criminal court order--3 percent short of the record high of 90,700 in 1991, but higher than in any year in the period from 1986 to 1989. The implementation of the 1991 Criminal Justice Act (CJA), on October 1, 1992, had a significant effect on court sentencing practices. Subsequently, 1,400 people began a combination order (probation plus community service); one-third of these had the maximum of 100 hours of community service. Community service order commencements reached a new high -- 43,000 -- a 4 percent increase from 1991. Forty-one thousand began a probation order, representing a 9 percent decrease from 1991; however, the proportion of these that had additional requirements increased from 25 percent in 1991 to 29 percent in the quarter following the implementation of the CJA. 8 tables, 12 endnotes, and a list of contacts for further information
