This 1991-92 annual report of Canada's correctional investigator, who investigates and reports on inmate problems in Canadian penitentiaries, presents information and statistics on organization, operation, and activities.
Abstract
Following a statement on the appointment and terms of reference of the correctional investigator, the organization and operation of the Office of the Correctional Investigator is described. Statistics address the number of complaints received by category, month, and region; institutional visits; inmate interviews; disposition of complaints; and complaints "resolved or assisted with" by category. A review of issues outstanding from the 1990-91 annual report focuses on special handling units, inmate pay, the grievance process, case preparation and access to mental health programming, offender rights and privileges, double bunking, transfers, the management of offender personal effects, temporary absence programming, the application of offender pay policy for segregated offenders, and criteria for humanitarian temporary absences. Complaint issues addressed during 1991-92 pertained to the policy on disciplinary dissociation, gender change, medical grievances, hostage taking, correctional service policy on complaint litigation, offender pay for women, and mental incompetence.
