The first chapter profiles public housing residents and their reactions to criminal activity and perceived criminal activity. Chapter two, "An Overview of Crime in Public Housing," presents the current demographics of public housing and provides an overview of the law enforcement response to crime in public housing. The third chapter, "The Impact of Crime, Drugs, and Other Problems," examines environmental factors that relate to crime. A historical perspective on public housing crime is also presented. In chapter four, "Planning," data collection and analysis are discussed, and the principles of crime control planning are presented. The material in this chapter is intended for use as a blueprint for planning activities. Chapter five, "Initiatives," presents various strategies that can be adopted by residents, housing authorities, and law enforcement agencies to reduce the threat of crime. The appendixes include comments from public housing residents and staff concerning public safety issues and a directory of resources at the national, State, and local levels.
