This futures study examines how an urban police department, using the Marin County (California) police department as a model, will afford to deliver law enforcement services by the year 2002.
Abstract
Five trends related to this central issue were identified: the political implications surrounding the issue of consolidating police enforcement services, the level of consolidation of police services, size of the tax base in the municipality, availability of local alternative funding sources, and level of community satisfaction with police services. The five events that were forecasted as having a high probability of occurring within 10 years included legislation eliminating cities or towns with a population less than 20,000; inability of local government to manage financial risks; agreement by political bodies to share revenue and resources; voter defeat of measure to consolidate police services; and increase in crime rates requiring outside agency assistance. A model strategic plan is developed for the consolidation of police services in Marin County, while the transition management plan identifies key players and organizations and their responsibility in implementing the strategic plan. 10 notes, 24 references, and 12 appendixes
