This book, written by a retired police officer in San Diego, California, who specialized in drug law enforcement, condenses years of street experience into a format designed to educate young police officers in proactive policing techniques and in the tactics necessary to identify, locate, and arrest suspects.
Abstract
The book begins with a review of the critical legal basics necessary to sustain a proper arrest. Procedures used to identify criminals are described, along with tactics to apprehend fleeing suspects. Information is also provided on how to recognize hardcore street criminals, conduct patrol criminal investigations, and implement proactive arrest techniques. The author acknowledges that few police officers are adequately trained in the proactive street tactics necessary to solve crimes, arrest criminals, or address problem areas. Although actual experience on the streets will eventually provide the necessary on-the-job training to accomplish the goal of effective criminal apprehension, most police officers either leave the job or are promoted off the street prior to gaining this street knowledge. Legal basics covered in the book focus on the pat down, bulges, vehicle searches, consent searches, impound searches, telephonic search warrants, search and seizure waivers, the actual arrest, Miranda, forced chemical samples, and reports. Chapters on police procedures and tactics deal with foot pursuit, auto thief apprehension, vehicle pursuit, patrol officer investigations, drug offenses, informants, convicts, street gangs, subterfuge, special enforcement tactics, and special equipment.
